I really don't know if this is a dead end or not, but the condition deteriorates a lot after the top of the hill, and it's not really suitable for a road bike anywhere on the hill. I decided to turn around, because it looked like it might just be single track and I didn't want to get lost in the middle of the woods. The hill itself is fairly tough because of the gravel, and one fairly steep section. Currently (as of July, 2020), there is a gate on the road and it has the ubiquitous Scituate Reservoir no trespassing signs, so I'm pretty sure the authorities don't want you on this one.
