A hill with the frown sign indicates a hill that has an annoying enough aspect that it might not actually be worth doing. Factors include treacherous descent, difficult terrain, inaccessibility, heavy traffic, or traffic lights in the middle of the climb, etc. (See the hill description to find out what specifically is wrong with each hill.)
